On August 25, "The Signing Ceremony of establishing province-state relations agreement between Guizhou Province and Vitebsk Region and China-Belarusian University Presidents Dialogue" (hereinafter referred to as the "Dialogue") were held online, and co-hosted by Guizhou People’s Association for Friendship with Foreign Countries joining hands with the Secretariat of the China-ASEAN Education Exchange Week, Guizhou Normal University, Guangdong-CIS International Science and Technology Cooperation Alliance, Consulate General of Belarus in Guangzhou, and Economic Commission of the Vitebsk Region of Belarus.

More than 40 local governments and universities from China and Belarus and representatives of vocational colleges attended the dialogue, including Matskevich, First Vice Chairman of the Executive Committee of the Vitebsk Region of Belarus; Popov, Consul General of Belarus in Guangzhou; Cai Chaolin, Deputy Governor of Guizhou Province, Zhang Hanlin, Director of the Foreign Affairs Office of Guizhou Province and so on.

It is understood that 2021 marks the 29th anniversary of the establishment of diplomatic relations between China and Belarus. To intensify cultural exchanges and cooperation between China and Belarus, further communication and practical cooperation e between Chinese and Belarusian universities will be achieved. And Belarus has been invited as a specially invited partner country by the committee of China-ASEAN EducationCooperationWeek this year. The Dialoguehelpedfurther deepened the exchanges and cooperation with the Vitebsk Maserov State University of Belarus, enhanced the understanding and friendship with many universities in Belarus and shared opportunities among universities.

The Dialogue combined with the theme "Unity of Knowledge and Action----Jointly Building an Educational Vision for Sustainable Development Cooperation" of the current China-ASEAN EducationCooperationWeek, with the purpose of "innovative cooperation and joint development" by exploring the innovative cooperation model of higher education under the background of the “Belt and Road”, two universities jointly cultivate the talents needed by the two countries in related fields, integrate resources, form a joint force to provide opportunities and build a platform for deepening the cooperation in higher education and vocational education between the two in the future to promote common development. At theconference, Cai Chaolin, Vice Governor of Guizhou Province, and Matskevich, First Vice Chairman of the Executive Committee of Vitebsk Region, signed an agreement on the establishment of province-state relations. Guizhou Province and 12 universities in Belarus signed 9 agreements on intercollegiate cooperation.

As one of the organizers of this event, Xiao Yuanping, as a representative, signed a teacher exchange agreement with Vitebsk-Mashelov State University of Belarus; Zhao Shouying made a speech on behalf of Guizhou Normal University, and Zeng Li presided over the dialogue.

Zhao Shouying said that the cooperation between Guizhou Normal University and Vitebsk Maserov National University began in 2017, and the two universities have always maintained good exchanges and interactions. In spite of the epidemic this year, the two universities still carried out a series of online exchange activities such as "Online Campus Opening Day", "Partial Differential Equations and Ordinary Differential Equations"; the two universities also have in-depth cooperation in academic exchanges, and a scientific research cooperation agreement has been signed in the field of ecology with remarkable progress. At this dialogue, GNU hoped to establish contacts and cooperation with more Belarusian universities to further deepen the mutual trust, mutual learning, mutual tolerance, and communication, strengthening cultural exchanges between China and Belarus, and enhancing the profound friendship.
